What is considered to be Fraud, Waste, or Abuse?

Fraud -- A deception deliberately practiced in order to secure unfair or unlawful gain.

    Examples:

  • Personal use of County-owned equipment or supplies
  • Violations of County procurement policy
  • Excessive or unnecessary purchases
  • Falsification of official documents (timesheets, expense reports, credit card statements)
  • Contract fraud
  • Embezzlement
  • False advertisement
  • Forgery

Waste -- To use, consume, or expend thoughtlessly or carelessly; incurring unnecessary costs as a result of inefficient or ineffective practices, systems, and controls.

Abuse -- Extravagant or excessive use as to abuse one's position or authority.  Abuse can occur in financial and non-financial settings.
