Board of Supervisors Approves State Forest Sustainability Funds to Provide a Self-Service Kayak Rental Station at the Appomattox River Regional Park 

At its November 9, 2022 meeting, the Board of Supervisors granted authority for the Assessor to apply for a Virginia Department of Forestry Forest Sustainability Fund grant.  The General Assembly created the sustainability fund to assist localities in replacing tax revenue losses resulting from offering the land use program for forestland.  An award of $6,828.69 was received by Prince George County on January 4, 2023.  The Staff recommendation was to use the funds for a self-service Kayak Rental Station at the Appomattox River Regional Park.   

The estimated cost of the self-service kayak rental is $16,000.  The remaining funds needed to purchase the rental station and annual fee of $2,800 will come from Tourism Funds.  The Prince George County Comprehensive Plan encourages the County to provide recreational needs for citizens and to explore opportunities to provide additional access to the James and Appomattox Rivers. The funds will allow for the completion of additional outdoor recreation initiatives at the Appomattox River Regional Park. The addition of the Kayak Rental Station at the Appomattox River Regional Park adds to the existing 65 acres of wooded trails, observatory pier, kayak/canoe launch pavilion, restrooms and greenspace provided to our citizens. The Kayak Rental Station will provide accessories to citizens and visitors to enjoy the outdoors and the river. 

Other matters that came before the Board at its meeting: 

·         Received a report from the Real Estate Assessor on reassessments and assessor fees. 

·         Received a report from the County Attorney on the Opioid Memorandum of Understanding.

·         Approved on consent an appropriation in the amount of $57,810.25 for Virginia Public School Authority Bond Series 2021 Accumulated Interest earned September 2022 through December 2022 to County-Wide CIP Fund, New Elementary School Project Budget.

·         Approved on consent an appropriation in the amount of $136,441 for the School Textbook Fund, Fund Balance.

·         Approved on consent an appropriation in the amount of $750,000 for School Nutrition Fund, Fund Balance.

·         Approved on consent an appropriation in the amount of $262,240.10 for increase in School Title I Federal Funds.

·         Received the quarterly financial report.

·         Received an update on the Strategic Plan.

·         Unanimously adopted the 2023 Board of Supervisors By-Laws and Rules of Procedure.

·         Unanimously approved a change to the FY2022-2023 Position Chart changing a part-time Assistant Commonwealth’s Attorney to full time and an FY2022-2034 budget amendment in the amount of $25,806.  

·         Unanimously approved an award of contract for engineering services to update the Water and Wastewater Master Plan.  

·         Unanimously approved a budget amendment and appropriation in the amount of $386,031.82 for FY22 School Division carry-over funds.

·         Unanimously approved the transfer of Special Exception 08-08 from Super Kids Ministries, Inc. to Outreach Training and Support Services, Inc.

·         Unanimously approved an award of contract in the amount of $79,097.89 for garage lifts.

·         Unanimously appointed Mr. T. J. Webb and Mr. Floyd M. Brown, Jr. to the Expense Report Review Committee for the County Administrator, County Attorney, and County Clerk.
