Please read the following message before continuing to our Online Bill Pay site:

On 07-08 May 2021, we updated our Financial Management System (Munis) to the latest version of their software.  This update will provide us with security and functionality enhancements that should improve the overall user experience.

As part of this upgrade, our CSS Online Bill Pay site also received some updates.  Users will now be required to register an email address with Tyler Identity (a new Munis feature) and will now use an email address to log in, instead of a user name.  This enhancement will simplify the Online Bill Pay login process, and provide users with an easier-to-use password reset capability.

The registration process is very simple.  The following instructions will guide you through the steps involved:

The new link to Online Bill Pay:

1.  On the bill pay site, click the login button (at the upper-right corner of the page) or click "Online Bill Pay"
2.  On the following Tyler Identity page, select “Register for a new account"
- It’s simple:  Email address, name, and password.
3.  You’ll get an email with a link to confirm your account.
a. Once you follow the link and confirm, the page will say “Click here to sign in”
Please read the following note, to avoid potential confusion - You do not need to enter a phone number and wait for the verification code.
b. The “Click here to sign in” link provided on the confirmation page will sign you into “User Self-Service”, not Bill Pay
4.  To access Bill Pay, close out of the Self-Service page (or open a new tab) and go back to our Online Bill Pay site.
5.  Sign in with your email address, and the password you just created.
  • Munis should associate your new login with your old login information if it finds a matching email address for you
  • Some users may need to re-associate (re-link) their bills to their account; using the information provided on their billing statement
